Dr. Joseph “Joe” Boutte serves as the Board Director for Data Protection & Information Privacy for The BrightPath Foundation, where he provides strategic oversight and governance guidance related to data stewardship, privacy protection, and responsible information management across the Foundation’s wellness ecosystem.

Dr. Boutte is a seasoned systems engineer, Army veteran, and national security professional with decades of leadership experience supporting complex government, defense, intelligence, and technology environments. His career has included leadership roles involving mission operations, systems integration, enterprise collaboration, and information management strategy.

His background in national security began with Army Airborne Reconnaissance and Electronic Warfare operations, serving in Guardrail units in Europe and Central America, along with assignments supporting the 101st Airborne Division, Echelons Above Corps units, and INSCOM mission operations. Throughout his career, Dr. Boutte has supported organizations where secure information handling, operational resilience, and responsible governance were essential to mission success.

In addition to his military and national security experience, Dr. Boutte has served in leadership and advisory roles focused on systems engineering, organizational collaboration, and technology-enabled innovation. He is recognized for his thoughtful approach to balancing operational effectiveness, information governance, and organizational trust.

As Board Director, Dr. Boutte advises on:

• Data governance and information stewardship
• Participant privacy and consent practices
• Responsible management of organizational and wellness-related data
• Information lifecycle oversight and governance policy alignment

Dr. Boutte’s role is intentionally focused on governance, privacy, and responsible data management, while operational cybersecurity, technical defense measures, compliance enforcement, and enterprise security operations remain under the purview of the Board Director for Security & Compliance.
