Eugene Collins

Director, Wellness Ambassador Program

Eugene Collins serves as the Director of the Wellness Ambassador Program for The BrightPath Foundation, where he provides strategic leadership for ambassador engagement, community outreach, survivorship advocacy, and wellness empowerment initiatives. In this role, he supports the Foundation’s mission to reduce prostate cancer mortality disparities through movement, education, nutritional wellness, and community engagement.

Mr. Collins is a distinguished former member of the United States Air Force Senior Executive Service (SES) and a retired U.S. Air Force Colonel with more than 26 years of military service, and 17 years as a federal civilian. Throughout his military and federal executive career, he held senior leadership positions supporting Air Force logistics, readiness, operational support, strategic planning, workforce development, and enterprise mission execution.

As Deputy Assistant Secretary of the Army for Training, Readiness and Mobilization, he provided executive leadership that formulated plans, programs, policies, and overall practices for the Army's All Volunteer Force, both Active and Reserve Components. He exercised Secretariat oversight, direction and organization of training, readiness, and mobilization across the Army.

As Deputy Assistant Secretary of the Army for Environment, Safety and Occupational Health, he provided executive leadership for all Army sustainability, environment, natural resources, safety and occupational health programs. He provided leadership, management, and oversight of Army Acquisition Programs (ESOH issues); Chemical, Biological, Nuclear and Conventional Treaty Verification and Compliance; Army Environmental Technology Program; US/German Technology Data Exchange; Executive Agent for a number of Department of Defense (DOD) activities, to include: the DOD Unexploded Ordnance Center of Excellence, DOD National Defense Center for Energy and the Environment, the DOD Voluntary Protection Program Center of Excellence, and the DOD Formerly Used Defense Site (FUDS) Cleanup Program.

As Deputy Director of Logistics within the Directorate of Logistics, Headquarters U.S. Air Force, Mr. Collins helped oversee logistics policy, readiness, maintenance, fuels management, transportation operations, and materiel support activities impacting more than 180,000 technicians and managers supporting Air Force global operations.

As Executive Officer to the Secretary of Health and Human Services, he provided critical assistance to the Secretary, Deputy Secretary, and Office of the Secretary Staff Divisions (STAFFDIVs) that promoted the President’s Management Agenda and HHS Strategic Plan. Specifically, he provided executive leadership over 2,100 employees on management and administrative issues and provided resource management in the areas of budget, financial services, strategic human capital, and business operations. He led 47 full-time federal civil service and 4 contract employees supporting 17 departmental staff divisions and departmental offices.

Mr. Collins is a combat-proven logistics and aircraft maintenance leader who supported operations including Operation Iraqi Freedom, Operation Enduring Freedom, and Operation Southern Watch. During his distinguished career, he also served in multiple leadership positions across Headquarters U.S. Air Force, Air Combat Command, Air Force Materiel Command, the Internal Revenue Service, and the U.S. Department of Health and Human Services.

Mr. Collins entered the Senior Executive Service in 2007 and earned a reputation for collaborative leadership, operational excellence, strategic execution, and workforce empowerment. His distinguished military and civilian awards include the Legion of Merit with oak leaf cluster, Bronze Star Medal, Maintenance Daedalian Award, and the Meritorious Civilian Service Award.

He holds a Bachelor of Science degree from Mississippi Valley State University and advanced degrees and executive education credentials from Golden Gate University, the Naval War College, the Army Command and General Staff College, and executive leadership programs at the University of North Carolina at Chapel Hill.

At The BrightPath Foundation, Mr. Collins helps lead the development of the Wellness Ambassador Program by supporting ambassador recruitment, mentorship, outreach coordination, and community wellness engagement initiatives. His leadership is especially valuable in helping expand outreach to veterans, first responders, survivors, caregivers, and underserved communities.

Mr. Collins strongly believes that sustainable wellness, purposeful leadership, education, accountability, and community engagement can empower individuals to take ownership of their health journey and improve long-term quality of life outcomes.
